Regenerating Places

Economic activity makes places what they are

Start with the classification. Economic activity is conventionally split into four sectors:

  • Primary — extraction of raw materials: farming, fishing, forestry, mining, quarrying.
  • Secondary — manufacturing and construction: turning materials into goods.
  • Tertiary — services: retail, transport, health, education, hospitality, finance.
  • Quaternary — knowledge-based: research and development, IT, biotech, consultancy, higher education. (Some add a quinary tier for top-level decision-making.)

The Clark–Fisher model describes how the balance shifts as an economy develops: primary employment dominates in a pre-industrial economy, secondary peaks during industrialisation and then declines, and tertiary and then quaternary employment rise to dominate in a post-industrial economy.

The Clark–Fisher model. Its value is as a lens, not a law — many economies have "skipped" a full manufacturing phase, and the model says nothing about where within a country each sector concentrates.

The geographical payoff: a place's dominant sector shapes its function (what it is for), its built environment (docks, mills, terraces vs glass offices and loft flats), its demographics (age, skills, gender balance of the workforce), and its identity — the story a place tells about itself. When the industry goes, all four are left stranded. That is the whole reason regeneration becomes necessary.

Measuring inequality between places

Edexcel expects you to handle quantitative and qualitative evidence and to know the weaknesses of each.

  • Employment data — employment rate, unemployment rate, sector mix, and location quotient (how over- or under-represented an industry is locally compared with the national picture). Precise, but tells you nothing about job quality — insecure, low-paid work still counts as employment.
  • Deprivation indices — in England, the Index of Multiple Deprivation (IMD) combines domains including income, employment, education, health, crime, barriers to housing and services, and living environment, and ranks small areas (LSOAs). It is a relative rank, not an absolute score: an area can "improve" simply because others got worse.
  • Health and life expectancy — often the single starkest indicator, and one that varies sharply over short distances within a city.
  • Education — qualification levels, attainment, progression to higher education.
  • Census data — the decennial census gives unrivalled coverage and comparability, but is a snapshot, is quickly dated, and its categories (e.g. of ethnicity or occupation) are themselves constructed choices.
  • Qualitative "lived experience" — interviews, oral histories, photographs, local media, creative writing. Captures meaning, attachment and perception that no index can. Small, unrepresentative samples, but that is not a fatal flaw if you are honest about what you are claiming.

Ecological fallacy: the classic A-level error. An area being ranked "deprived" does not mean every household in it is deprived — averages conceal internal variation. Say this once in an essay and you look like a geographer.

The location quotient

A location quotient (LQ) compares how concentrated an industry is locally against how concentrated it is nationally:

LQ = local share of employment in industry ÷ national shareLQ > 1 = over-represented locally · LQ = 1 = same as national · LQ < 1 = under-represented

It is the quickest way to show, with a single number, that a place is economically specialised — and specialisation is exactly what makes a place vulnerable when that one industry declines. A town with an LQ of 3 in a single sector has three times the national concentration in it, and correspondingly little to fall back on.

How places are represented — and by whom

A place is not just a location with statistics attached. It is also a meaning, and meanings are made and contested.

  • Insider vs outsider perspectives. An insider — long resident, connected, invested — may see solidarity, history and belonging where an outsider sees only dereliction. A recent arrival, a commuter and a lifelong resident can occupy the same street and inhabit different places.
  • Representation — how a place is portrayed in statistics, planning documents, estate-agent copy, local and national media, film, TV, music, art and literature. Each representation has an author with an interest: a council's regeneration prospectus and a resident's Facebook group are both representations, and they will not agree.
  • Stigma and perception spirals. A negative external image — "run-down", "rough", "left behind" — deters investment, deters residents, depresses house prices and reinforces decline. Perception is not decoration; it is a causal mechanism in the regeneration story.
  • Rebranding therefore attacks the image directly: new names, new logos, new events, new heritage narratives. The question an examiner always wants asked is whether the underlying conditions changed too, or only the marketing.

Fieldwork hook: your local place-study is the place to test this. Compare a quantitative profile (census, IMD, house prices) with qualitative representations (interviews, photographs, local press, social media) — and explain the gap between them. That gap is where the marks are.

The spiral of decline

Regeneration is a response to a self-reinforcing downward cycle. Learn it as a mechanism, so you can explain rather than list:

A positive feedback loop in the systems sense: each stage amplifies the next. Regeneration must break the loop somewhere, or it fails.
  • Triggers: deindustrialisation driven by global shift; mechanisation; the loss of a single dominant employer; the decline of a port, mine or resort; out-of-town retail hollowing out a high street; rural service loss and agricultural change.
  • Symptoms the spec names: derelict land and buildings, low investment, out-migration (selectively of the young and skilled, ageing those left), high unemployment or under-employment, and a poor external perception that blocks the investment which might reverse it.
  • Rural decline follows the same logic with different content: farm consolidation, low wages, second-home ownership pricing out locals, closure of the bus route, the shop, the pub, the post office, the school.

Who decides what gets regenerated?

Every regeneration outcome is the product of players with different priorities and very different power. Naming them, and being honest about the power gradient, is the single highest-yield thing you can do in this topic.

  • National government — sets the framework: infrastructure investment (rail, road, broadband), planning law, house-building targets, deregulation, tax incentives and enterprise zones, and immigration policy (which shapes labour supply). It controls the money that everything else depends on.
  • Local government / councils — plan-making, land assembly, compulsory purchase, licensing, the physical public realm. Politically accountable to residents but usually financially dependent on central grants and on private investment.
  • Local Enterprise Partnerships (LEPs) and successor growth bodies — business-led partnerships steering economic-development funding. Efficient at attracting investment; criticised for a weak democratic mandate.
  • Developers and investors — build what generates a return. That is not a moral failing, it is a constraint: if affordable housing lowers the return, expect the affordable quota to be negotiated down on viability grounds.
  • TNCs and large employers — bring jobs and legitimacy, and extract concessions (tax breaks, infrastructure) in exchange. They can also leave.
  • Local communities and residents' groups — hold the deepest knowledge and the weakest formal power. Consultation is not the same as control.
  • Planners, housing associations, universities, heritage bodies — technical and institutional players who often become the actual delivery vehicle.

The conflict is structural, not accidental. A developer needs land value to rise. A long-standing renter needs it not to. Both are behaving rationally. Regeneration essays that treat conflict as a communication problem miss the point — the interests genuinely differ.

The regeneration toolkit

National-scale policy works indirectly, by changing the conditions:

  • Infrastructure — major rail, road, port and broadband schemes. Justified on the claim that connectivity unlocks growth; contested because improved links can also make it easier for money and people to leave a smaller place for a larger one (the "two-way street" problem).
  • Planning-law change and deregulation — permitted-development rights, relaxed change-of-use rules, enterprise zones with simplified planning and business-rate relief.
  • House-building and tax incentives — grants, allowances and capital-allowance zones designed to shift private investment towards places the market would otherwise avoid.

Local and regional strategies work directly on the place:

  • Flagship / property-led development — a landmark building, waterfront or mixed-use scheme intended to reset the image and "kick-start" private investment. High visibility; the perennial criticism is that benefits stay in the flagship and never trickle down to surrounding neighbourhoods.
  • Retail-led regeneration — a new shopping and leisure quarter. Creates jobs, but many are part-time and low-paid, and it can simply displace trade from the existing high street rather than create it.
  • Science parks, business parks and university-anchored quarters — target quaternary growth. Genuinely high-value, but they demand skills the displaced industrial workforce often does not have — so local unemployment can persist beside a booming science park.
  • Sport- and culture-led regeneration — stadia, arenas, galleries, festivals, "cultural quarters". Strong on image and on legacy infrastructure; the evidence on long-run local employment gains is mixed, and costs frequently overrun.
  • Heritage-led rebranding — restoring industrial buildings, mills, docks and mining landscapes and marketing the history as a visitor asset. Cheaply builds distinctiveness and local pride; risks turning a working past into a sanitised spectacle.
  • Rural regeneration — tourism and outdoor recreation, farm diversification (holiday lets, farm shops, energy, food processing), broadband to enable remote work, protection of local services. Effective at raising income, but tourism jobs are often seasonal and low-paid, and success can drive second-home demand that prices out the very residents it was meant to help.

Did it work? And for whom?

Edexcel wants a structured, multi-criteria evaluation — and then a judgement about distribution.

  • Economic criteria — income levels, employment and unemployment rates, business start-ups and survival, inward investment, land and property values, visitor numbers.
  • Social criteria — deprivation rank, health and life expectancy, educational attainment, crime, housing quality and affordability, community cohesion and reported wellbeing.
  • Environmental criteria — derelict land brought back into use, air and water quality, contamination remediated, green space, biodiversity, energy efficiency of the new build.

Then the contested part — who benefits?

  • Gentrification — higher-income residents move in, property values and rents rise, retail changes to serve them. Real improvements to the fabric occur; the beneficiaries may be almost entirely new arrivals.
  • Displacement — existing residents, especially private renters and small businesses, are priced out. If the deprived population has moved rather than become less deprived, the area's statistics improve while nobody's life does. This is the single most important evaluative point in the topic.
  • Affordability — was genuinely affordable housing delivered, or negotiated away on viability grounds?
  • Timescale and attribution — regeneration effects take a decade or more; and separating the effect of the scheme from the national economic cycle is genuinely hard. Be honest about that in a conclusion.

Case-study honesty: do not invent the deprivation rank, the spend or the job figure for a real scheme. Examiners reward the mechanism and the evaluative reasoning far more than a half-remembered statistic — and a confidently wrong number damages your credibility. If you are unsure, write "of the order of" or describe the direction of change instead.

Writing the evaluative essay

Regenerating Places essays are almost always "Evaluate the success of…" or "Assess the extent to which…". The mark scheme rewards AO2 — analysis, application and judgement — so the following structure is close to mandatory:

  • Define "success" before you use it. Successful economically, socially or environmentally? Over what timescale? At what scale — the site, the neighbourhood, the city? Set your criteria in the introduction and the whole essay becomes an argument rather than a description.
  • Ask "for whom?" in every paragraph. Developers, incoming residents, long-standing residents, local businesses, the council, in-commuters. The same scheme is a triumph for some and a loss for others — that is the answer, not an obstacle to it.
  • Use your place-study as evidence, not decoration. Bring in your own fieldwork data and the qualitative material you gathered, and use it to test a claim.
  • Handle scale explicitly. A scheme can succeed at the site scale and fail at the neighbourhood scale — say so.
  • Conclude with a conditional judgement. "Successful on economic criteria at the city scale, but on social criteria only if you count the incoming population as 'the community' — and the displacement evidence suggests you should not."

Try it: "Evaluate the view that regeneration always benefits some groups at the expense of others." Blocks: (1) the economic case — new investment, jobs and tax base are real gains, and dereliction harms everyone; (2) the distributional case — gentrification, displacement, affordability, skills mismatch; (3) the design case — schemes with community land trusts, genuinely enforced affordable quotas, local employment clauses and skills programmes can widen the benefit. Judgement: the trade-off is not inevitable but it is the default, because the power gradient between developers and residents means the interests of capital are structurally better represented — so the outcome depends on who is at the table.
